If I interpret that correctly, they won't be releasing the game next week, but will be announcing the basic details and when they will be releasing it. Generally each game hasn't been released until after the election is called. While that doesn't apply in the US, I'd still expect them to wait until next year.

I hardly think so. I'm not an expert in US politics, but I doubt that most candidates for the House of Representatives will have been announced five months after the last election. As Johnny Raoul points out in this thread: http://80soft.ipbhos...?showtopic=2383
There's many doubts about who is running for the Senate.
As well as this, the issues may not all be there. This far out from the last mid-term elections, in April 2001, 9/11 had not yet occurred. I've got a feeling that 9/11 and the first 14 months of the G-WOT were relevant to the 2002 midterms.
